For something, the only thing in the constitution act that requires central state funding (until we declare independence and write our own), is education. It doesn’t deny laying out requirements for it. Or amounts. We could drop it to a penny, or we could keep some level of funding requiring School Voucher programs by provinces for it.
Bold, however, not impossible. Oddly enough national taxes on the population is also the sole option of provinces. However that’s another story covered in a 2019 article.
